Global Program for the Conservation of the Snow Leopard and its Ecosystems

Establishment of the "Working Secretariat of the Global Program for the Conservation of the Snow Leopard and Its Ecosystems" (hereinafter – the Secretariat).

 On July 11, 2014, by Order of the Government of the Kyrgyz Republic No. 258-r, the Institution "Working Secretariat of the Global Program for the Conservation of the Snow Leopard and Its Ecosystems" was established, thereby the Secretariat received its legal status.

PURPOSE OF THE SECRETARIAT:

Implementation of the Bishkek Declaration 2013&2017, and monitoring of the implementation of the Global Program for the Conservation of the Snow Leopard and Its Ecosystems (Global Snow Leopard & Ecosystem Protection Program / GSLEP Program), through the organization, coordination and cooperation between authorized state bodies in the field of environmental protection of the snow leopard range countries, partners of the Global GSLEP Program, international organizations, donors, interested non-profit organizations, business structures, educational and scientific institutions.

TASKS OF THE SECRETARIAT:

implementation of interaction with the countries of the range in the field of conservation of the snow leopard and its habitat ecosystems, provision of working meetings, meetings of the steering committee and other events aimed at the implementation of the Global GSLEP Program;
raising funds to fulfill the obligations of the Global GSLEP Program;
promotion of regional and global projects with partners and countries in the field of conservation of the snow leopard and its habitat ecosystems;
organization of scientific and environmental works in key areas of snow leopard habitat;
informational support in popularizing the conservation of the snow leopard and its habitat ecosystems, both at the global and local levels.


FUNCTIONS OF THE SECRETARIAT:

Coordination:

assisting the Steering Committee to perform its functions, maintaining constant communication with the member countries of the Steering Committee, as well as with the national coordinators of the GSLEP Global Program;
holding annual meetings of the Steering Committee;
consultations with all countries of the snow leopard range, donors and partners in the implementation of the Global GSLEP Program, as well as monitoring the progress achieved, and further dissemination of these results;
assistance to the development of the Global GSLEP Program, both in the Kyrgyz Republic and in the countries of the snow leopard range.


Communication:

development and implementation of a strategy for working with the national coordinators of the snow leopard range countries on the development and coordination of national information and propaganda companies in the media;
development and implementation of mechanisms for the exchange of information with the countries of the range within the framework of the Global GSLEP Program.


Resource mobilization:

development of project proposals for cooperation with various partners to mobilize resources for the implementation of the Global GSLEP Program;
development of financing mechanisms with donors and area countries for subsequent referral to domestic financial institutions;
working with partner organizations to attract resources to support the Global components of the GSLEP Program;
mobilization of funds from the countries of the area and partner organizations to support the staffing and functioning of the Secretariat.
